I tried some black shoe polish on some old scales I have and it did work very good. I'm sure buffing compound on a buffer would be a more permanent solution.

When I use ink to fill the delaminations, I seal it with super glue, file it smooth, sand, and polish.

When you say ink to fill do you mean felt pen like a Sharpie?

Yes, or Magic Marker- but only on black scales.
