That is exactly what is going on with that one.

Or I suppose the spring could have broke and the top half fell behind the top of the bottom half. That would be the same effect, but the spring wouldn't work at all to fire it.

I have run across quite a few that had the backspring ground too thin at the pin hole- causing a break there.
