Flat guard - No maker marked

This flat guard is dated around the late 1930s to early 1940s. There is a little damage to the horn, but overall it is in good shape. It is about 10 1/2 ".

Looks like nickel silver or steel pins.
I can't tell if they are steel or nickel silver. Mabey Bill would know. This one has a fatter handle.
