Rather than being solid, the bolsters are thin and shaped to fit over the horn.

The French have been using screws on autos since at least the 1960s.
The handles appear to be ivory, and the knife has not been rescaled. They are pinned on.
It looks like the knife could be disassembled easily with the screws.

You are correct. If you notice, the tang on the pen blade is cut at an angle. This allows the pen blade to lift the sear to open/close the main blade when the pen blade is pushed.

These knives were available in the back of sporting magazines in the late 1960s-mid-1970s. They were also sold in Border towns as tourist items. They were made in Oaxaca, Mexico. The handle inserts are cow horn. The blades were acid etched with logos after the blades were finished. Someone probably ...
