Yes, check locally and if available it's bet to take just the blade [to avoid silly questions]. The only place I know of close to me, lets employees run things through after their shift if it doesn't interfere with production. Customers there usually need a minimum of a hundred pieces.

A can of primer and a can of spraypaint would cost a hell of a lot less I'm willing to guess. If you used black auto under coating it would be one of a kind I'm sure.

My search shows about 163123 listings for powder coating. With that many there may be one very close to you. [Have you checked your basement or the house next door?]
